TAPC-Working for Your Success!
Demonstrating the "TAPC Team Approach," more than 60 representatives of the Texas Association of Personnel Consultants delivered our strong, combined voice to the Texas Legislature. On Tuesday, January 30, as the leading advocacy voice for our industry, the TAPC took our message directly to members of the legislature. Our outreach built on prior meetings with executive and fiscal staff of the Governor, Lieutenant Governor, and Speaker of the House. Fanning across the Texas Capitol, we communicated our message for fairness and equity in tax policy.
Following our successful day of meetings, TAPC members held a legislative reception at the historic Austin Club, just minutes from the steps of the Capitol. A resounding success, the reception provided further opportunity for TAPC representatives to brand themselves with important members of the Texas Legislature. We took the opportunity to share common views with other TAPC members - and meet new friends.

- Legislative Branch: TAPC continues to deliver your message for action to members of the House and Senate. Article 3, section 33, of the Texas Constitution provides that tax bills "shall originate in the House of Representatives." One key policy maker - State Representative Jim Keffer (R-Eastland), Chairman of the House Committee on Ways and Means - serves as the starting quarterback in passing a legislative cure for HB 3. TAPC leadership met with Chairman Keffer. He has heard our concerns. Chairman Keffer knows our commitment and deep desire for a change in Texas tax policy. TAPC members held meetings with over 60 other state representatives and state senators. Working with the relevant House and Senate committee chairmen and key legislators, we continue to advance our statutory language that will remove the undesired effects of HB 3.
- Executive Branch: Deploying more tactical communications, TAPC members and policy advocates are extending discussions with the executive staff of three important offices:
- Office of the Governor
- Office of the Comptroller
- Office of the Secretary of State
The Governor and his executive staff are central to consistent advocacy of our message to the legislature. Texas Comptroller Susan Combs and her chief revenue estimator are hearing our critical message regarding the fiscal consequences of HB 3. Texas Secretary of State Roger Williams knows of the positive economic development components of our service delivery and industry.
- Strategic Objective: The TAPC is executing planned legislative tactics in order to achieve our strategic objective: Amend HB 3 to require equal tax treatment of companies that provide independent contractor staffing solutions, including the allowance for compensation-based deductions related to wages or "flow-through" compensation exemptions. We are working closely and in harmony with our state legislature. The TAPC sits squarely at the table in order to efficiently communicate with the stakeholders most critical to achieving our mutual success. Legislators are hearing our call to level the playing field on Texas’ new business tax laws by amending HB 3.
